History

Location and Boundaries

Raisen District lies in the central part of Madhya Pradesh. The District is situated between the latitude 22 47' and 23 33' north and the longitude 7721' and 78 49' east. It is bounded in the west by Sehore district, in the north by Vidisha district, in the ease and south-east by Sagar district, in the south-east by Narsimhapur district, and in the south by Hoshangabad and Sehore district. The total area of the District is 8,395 Sq. Km., which contains the 1.93 % of the State's area.

Origin of the Name

Raisen District takes its name from massive Fort. This fort is build on a sandstone hill, at the foot of which settles the town. The name is probably a corruption of Rajavasini or Rajasayan, the royal residence.

History

Raisen with a strong fort was an important centre of administration from the period of its foundation from Hindu times. In the fifteenth    this fort was ruled by the Sultans of Mandu, from whom it passed to the Rajputs. In 1543 Shershah Suri captured from Puranmal. In Akbar's time Raisen was the headquarter of a Sarkar in the Subah of Ujjain in Malwa. Fiaz Mohammad Khan, the third Nawab of Bhopal State occupied it in about 1760, later got himself recognized as Faujder of Raisen by Emperor Alamgir II.

During the Mugal period Khamkhera was the headquarter of the area noe falls in Gairatganj Tehsil. It receives its present name during the same Mugal rule. Shahpur was the headquarter of the Pargana. Later on it was shifted to Sagoni, which falls in Begamganj Tehsil.

After  Bhopal State became a part  'C' State of the Union of India, the present district came into existence on 5th May, 1950, with headquarter at Raisen. It was decided to retain only seven Tehsils in the district.

 Background:

It was general practice since long that people from every nook and corner of the district used to come to district headquarters to get their grievance redressed.

The usual way to redress the grievances adopted  was to issue directions on the application itself to the concerned district head of the department, but there was no way to ensure whether the grievance has actually been looked into by that district head or not. Only the few persons who managed to come back to District Administration to tell about the action taken by the district head. Thus it failed to deliver the desired result.  

Priorities and Purposes:

Then it was contemplated that all the district heads of various departments should be present at a predetermined place & time where the applications received from common person should be redressed on the spot. At this point of time, concern department head may also raise certain difficulties to deliver desired result. So that problem may be resolved with onboard discussion.  

Strategies Adopted:

  • If for any reason the redress is not possible on the same day then a fixed time period is given by the officer.
  • Status of the grievance and its redress with in the said time period is monitored by the collector personally. 
  • For this whole process, a software has been designed by NIC for the entering the details of application and monitoring the redress. 

Period / Duration of the Project Initiation / Implementation: 

  • This system was started on Tuesday 3rd January 2006 and on the very first day about 110 applications were received and redressed. 
  • With every passing Tuesday, people were attracted by the quick redress and the crowd swelled in numbers. 
  • The attendance of all officers was personally looked into by the Collector so as to ensure that no department goes unrepresented. 

Positive Outcomes/Changes resulting from the Project / Initiative: 

  • PRINCIPAL SECRETARY MADHYA PRADESH GOVERNMENT Department of Culture & Tourism Mrs. Anshu Vaishya, Zila Panchayat President Shri Prabhakar Mehra also participated and witnessed this unique way of redress. 
  • So was the confidence level of people in this scheme that people came with applications as varied as marriage under Special Marriage Act. 
  • The positive outcome of this scheme is that people those who have grievances with multiple departments can get their redress without any dillydallying. 

Exceptional Achievements:

  • A remarkable feature of it is the registration of construction laborers under Madhya Pradesh Sannirman Karmkar Board Welfare Scheme. A total of 380 laborers were registered on the spot in JANTA DARBAR. 
  • Administrative Setup

    The District Raisen is divided into 3 Sub-divisions. These sub-divisions are further divided into 7 Blocks. The district is also divided into 7 Tehsils. District is having 501 Gram Panchayats & 1429 Villages. The District is also divided in to 4 Assembly Constitutes & 2 Parliamentary Constitutes. Total 18 Police Stations are located in different tehsils to take care of Law & Order situation.
